Tracing a bird back to it's breeder

Someone I know would like to find out who their bird's breeder was. The bird has a band around it's leg. Does anybody know how to do this?

Never mind I found out through google that you have to get in touch with the organization that the bird is registered with. In this case it is NCS (National Cockatiel Society). Thanks anyways :D!

I have a link on my main site on the Links page to the National Leg Band Registry, but, apparently, the site is not working at the moment.

Yahoo also has a group that works with leg bands. If you can't find it, I will see what I can do when I get home tonight after work.
