I'm sorry you're having a rough time with your little hen, but she is behaving like that because she is a hen. That's what hens do, to keep their flock mates in line. People my age all know the phrase, "Hen pecked husband". That's what people would say about a man whose wife bossed him around. And the phrase came from the bird world! Getting mad at her won't do you or her any good. Just protect your other bird when she is on the war path. And recognize that she is just being her natural self.
but the is sad she want to come out but im not going to let her i feel sad cuz i want to but she look kind of crazy lolol so shee will stay inside

"Punishing" Lucy for behavior that is perfectly normal for her is not going to accomplish anything. Parrots (lovebirds are small parrots) don't understand the concept of punishment so you have to learn to deal with behavior you don't like in other ways. Many times, being squirted with a water bottle set on "stream" will get a message across very quickly!
Keep the idea in the back of your head that these 2 may not ever get along when left together for extended periods of time. Each may need space away from the other but will interact for short periods of time outside their own cages.

I went through the exact same thing with Elmo and Spotty. It's been three months and they no longer wish to kill each other.. but injure instead. The irony of it is, they both need to be in the same room as each other, if they're not they will call out to each other.
Introducing them VERY slowly is the key. Being about a meter away from each other in their respective cages, they both went insane, running around trying to get to one another. When they did have separate time out, they'd go over to the other's cage and try to start a fight. But I was watching EVERY single minute and made a loud yelling noise just before they began. Over time they've either realised they don't like that sound or they've gotten used to each other, though I would NEVER turn my back on them.
I don't know too much about your lucy and scooby, but I would never let them both out together until the signs of aggression between the both of them subdued alot.
I still don't let Elmo and Spotty out together. Elmo will walk up to Spotty's cage and try to see what he's doing. Sometimes they beak fence but I'm smarter than they are. But until they stop the fencing and Spotty grows his wings, I won't let them out together.

Where is Lucy and Scooby when they are doing this fighting? Is it some place that Lucy regards as a nesting site? It could be anywhere up high or down low, anything that is dark and looks like a hole.
Hen's protect their territories. And all lovies are nosy, they need to see what is going on with the other lovie, so a fight is undoubtly going to happen.
