rough housing?

I have a question about my masked fosters. It seems that Buzby (female?) likes to aggressively chase Chico (male?) around the cage during the day. Buzby banishes Chico to the bottom of the cage for periods of time. She will only let him eat when she wants him to. That kind of thing. As far as I can tell, she doesn't really hurt him. No feathers flying or that kind of thing. Just bullying I guess.
Is this kind of thing normal masked behavior? I'm not sure how old these two are but they have lived together for years.

I won't say it's common with any lovebird species but, occasionally, you have a dominant member of the pair that is a bully. My solution to the problem is to add another food water dish on the opposite side of the cage so they don't have to share the same bowls unless they want to.
