I have been learning a lot from http://www.lovebirdinfo.com And was wondering how rare are yellow lutino fischers?

Lutino Fischer's are not seen all that often, which surprises me, as I think they are stunning! A lot depends on the breeders in the area where you are located. Where I am, Fischer's are not popular so finding them can be quite a challenge. Move to a different location and it can be a completely different story.
Lutino in eye-ring species is not sex linked so the gene has to come from both parents. I, personally, don't like breeding ino to ino so your best breeding option is a visual Lutino partner paired with a green/ino.
