Jacob has gotten out the of the cage and is comfortable enough to walk around on my head and chest, my problem is that he is biting my fingers and my phone case/phone in general. Is this normal or is there something I need to do?

The behavior is pretty normal with lovebirds, as well as most parrots. Diversion is the answer. Have something else for him to chew on when he's with you. Perhaps a "bird necklace" or "bracelet" would catch his interest. Or, if he goes to bite your fingers, try a beak rub!

One thing I've learned from my parrots. They will chew and nibble (sometimes harder that we would like). That's what they do so I offer something that doesn't hurt when they do what they do naturally. :):):) All my cages have wooden perches so they (the perches) can be destroyed. A busy beak belongs to a happy bird!
