Perhaps because they were not endangered species or a native to Puerto Rico? Since Puerto Rico is part of the US, that might be why...I dunno.

That's amazing! I know you're not allowed to transport animals or produce like that from outside the US. They tell you over the intercom coming and going for those flights.
Edit: Maybe MJ's right on the status of PR. The airline would definitely have a beef, though, as they require health certificates IF they allow animals at all. Too bad there isn't a law for just plain stupid.

From what I understand, the birds were confiscated and I believe US Customs has them. All birds coming into the US must go through quarantine, and that includes PR (to the best of my knowledge). The LB_List had a very short discussion on this topic yesterday but no one ever posted the outcome.

Poor parrots! Crammed in in a box and then spending the entire flight fluttering around a cabin full of strangers. And then on top of that coming to quarantine.
